解决方案：
当前是一个bug，还没有补丁，是由于在备库使用了inmemory所导致，临时解决方案。
在备库执行：
alter system set inmemory_adg_enabled=false scope=spfile sid='';
alter system reset inmemory_size scope=spfile sid='';
